Overview

Reporting to the Director Human Resources & Equity the Senior Employee Labour Relations (ELR) Consultant is responsible for contributing to the development and implementation of broad employee and labour relations programs and strategies to ensure institutional compliance with labour and employment legislation. The Senior ELR Consultant provides strategic expert evidence-based advice to HR leaders and staff across the hospital's human resources teams, including leadership of key ELR initiatives such as collective bargaining, mediation/arbitration and other litigation, immigration, workplace investigations and other alternative dispute resolution processes. The role requires a senior professional who can balance Labour Relations technical knowledge with the ability to build partnerships with stakeholders to support the organizations strategic goals.

Position Profile

Responsibilities

  • Provide expert, timely, and consistent labour relations risk-based advice and guidance, ensuring implementation of best practices and adherence to arbitral jurisprudence to HR team members relating to highly complex and sensitive employment matters.
  • Partner with HR colleagues and other hospital stakeholders to develop strategies and responses to long-term labour and employee relations matters, including identification of risks and recommendations to mitigate those risks.
  • Utilize legal knowledge and experience in the review and recommendations on grievance/arbitration and other litigation cases (e.g., civil claims, OLRB, HRTO).
  • Lead and support collective bargaining, including preparation of collective bargaining mandates and contributing to strategies to successfully conclude negotiations.
  • Act as a trusted advisor to HR Partners and Managers, encouraging a solutions-based approach while maintaining consistency in practice, interpretation, and delivery.
  • Utilize expert knowledge of negotiations and conflict resolution to resolve issues.
  • Conduct complex workplace investigations into complaints of workplace violence, harassment, discrimination, privacy breaches, and other workplace misconduct; assist with mediating resolutions.
  • Arrange for the completion of investigations by a third party where appropriate.
  • Use expert knowledge of workplace investigation best practices and report writing to ensure a consistent approach to conducting workplace investigations at Halton Healthcare.
  • Facilitate training and education related to conducting workplace investigations at all levels.
  • Escalate unresolved concerns for consultation with the Director Human Resources & Equity, offering thorough analysis and detailed recommendations for resolution.
  • Demonstrate and incorporate an understanding of environmental and social issues relative to all hospital areas.

Qualifications

  • Undergraduate Degree in Labour/Industrial Relations or Business Administration or equivalent related experience.
  • Masters Degree in Labour/Industrial Relations and/or Degree in Law is an asset.
  • Minimum of 7–10 years of related experience in HR/labour relations and/or legal experience in a multi-site unionized environment; conducting workplace investigations.
  • Minimum of 5 years related experience coaching/mentoring and using alternative dispute resolution techniques.
  • Strong experience in a highly unionized healthcare environment preferred.
  • Comprehensive knowledge of relevant legislation including the Ontario Occupational Health and Safety Act, Human Rights Code, Employment Standards Act 2000, Accessibility for Ontarians with Disabilities Act, and other healthcare/regulatory standards and guidelines.
  • Demonstrated excellence in effective communication (written and verbal).
  • Strong interpersonal skills with the ability to work collaboratively in a high-performance environment.
  • Ability to work on confidential and sensitive matters with tact and discretion.

Additional Information

  • Hours: Monday to Friday, 8:30am – 4:30pm with ability to flex schedule as required by operational needs.
  • Hiring Range: $103,512 – $128,246
  • Internal Deadline: August 12, 2025
