<p>First Nations Capital and Infrastructure Agency of Saskatchewan (FNCIAS) is seeking an exceptional and dynamic leader to join our Executive Team as Vice-President, Finance.</p>
<p>What is FNCIAS? We are a non-profit organization that exists exclusively to support Saskatchewan First Nation communities to plan, procure, own, and manage their infrastructure assets on their lands. Our vision is: “Empowered, connected, and thriving First Nations built on sustainable infrastructure and healthy homes for present and future generations”.</p>
<h3>The Opportunity</h3>
<p>Reporting to the Chief Executive Officer and supporting the Board of Directors, the Vice-President, Finance is a key member of the Executive Leadership Team. This role is much more than oversight of the finance and accounting functions; it’s about developing and executing strategy in support of the overall organizational plan and strategic direction with a growth mindset for FNCIAS.</p>
<p>You will be the seasoned business advisor responsible for establishing and implementing strategies and policies across:</p>
<ul>
<li>Developing a multi-year and multi-faceted financial strategy for FNCIAS using an enterprise risk management approach</li>
<li>Budgeting support and multi-year financial planning</li>
<li>Develop a fulsome capital plan, and create a structure to support major capital projects</li>
<li>Leading, planning, and directing all aspects of finance, accounting, and payroll</li>
</ul>
<p>This role requires a leader who can operationalize the organization’s strategy, provide objective setting, and offer strategic, situational, and adaptive leadership to the team and the organization.</p>
<h3>What You Bring: Experience, Vision, and Dedication</h3>
<p>As a First Nations owned organization, we are actively seeking a leader who is passionate about improving housing and infrastructure outcomes on reserve lands. Experience with First Nations knowledge systems and worldviews is essential.</p>
<h3>Core Requirements</h3>
<ul>
<li>A professional accounting designation (CPA) coupled with an undergraduate degree in Business Administration, Commerce or equivalent.</li>
<li>A minimum of 10 years of direct experience as an accounting professional, with at least 5 years of progressive experience at a Senior Level including supervision of staff.</li>
<li>Deep knowledge of GAAP, PSAB guidelines, and CPA handbook requirements.</li>
<li>Demonstrated experience managing multi-million annual operating budgets.</li>
<li>Proven ability to build and maintain strong relationships with First Nations leadership, federal and provincial officials, community members, and technical staff in the province.</li>
</ul>
<h3>Desired Leadership Qualities</h3>
<ul>
<li>Demonstrated ability to contribute as a strategic team member and act as the team leader in a variety of situations.</li>
<li>Excellent communication, negotiation, presentation, and interpersonal skills.</li>
<li>In-depth knowledge of the history and present-day context of First Nations Peoples in Saskatchewan and other jurisdictions.</li>
<li>A high level of integrity and personal accountability.</li>
</ul>
