<h3>Job Description</h3><p>Job Description<p><p><p>Reporting to the Pre-Construction Manager, the Estimating Manager is responsible for overseeing all of the estimating operations within a smaller business unit or a portion of the estimating operations within a larger business unit, and leads estimating process by developing divisional manpower, coaching / mentoring, providing input into project pursuit approvals, overseeing allocation of estimating resources, reviewing estimates, and managing tender closings / pursuit submissions. The incumbent maintains strong communication, collaboration, and interpersonal managerial leadership, as well as a thorough understanding of the company’s objectives, and is able to think strategically and develop innovative ways of aiding the company’s success from an estimating and market relationship perspective.</p><p></p><p><strong>As an Estimating Manager you will:</strong></p><p><strong> </strong></p><ul><li>Provide coaching and mentorship to the estimating team throughout all aspects of the estimating process</li><li>Oversee project scope of work reviews to ensure completeness of estimates and that all technical specifications, subcontractor scopes, and general condition items have been quantified and costed</li><li>Identify and develop constructability requirements for orders of magnitude and high-level budgeting</li><li>Propose and approve project risk and cost mitigation as well as the potential for project opportunities and cost savings</li><li>Propose and approve potential bid strategies, constructability requirements, and advantages or innovations to increase bidding success</li><li>Review and confirm labour and equipment productivities are based on historically correct values through analytics and other sources</li><li>Confirm subcontractor bids as selected are clear of irregularities and ensure the full scope of work is included</li><li>Participate in or lead the bid close of larger sized or more complex projects</li><li>Oversee bid closings of mid to large projects led by more junior team members</li><li>Review requirements, delegate work and assemble overall conceptual and budget costs using past project analytics, benchmarking, and historical data</li><li>Develop scopes of work for subcontractors to provide budgeting assistance on larger and more complicated projects</li><li>Engage in subcontractor post award scope clarification and negotiation</li><li>Conduct market testing or benchmark costing to ensure estimates / budgets reflect current construction values</li><li>Assess manpower planning and allocation throughout the estimate lifecycle, including operations personnel where required</li><li>Lead the estimating team on large or more complex projects pursuit</li><li>Manage the Kick-Off Meeting and weekly strategy meetings, and chair any formal meetings for large complex projects, ensuring the estimating process will meet the milestone dates established</li><li>Instill and guide autonomy in the team to prioritize the work, set deliverables, and select the appropriate work execution methods</li><li>Develop strategic planning skills, including workforce / succession planning and medium-term business planning</li><li>Provide input to the business development process, assuring potential projects and clients are tracked and monitored regularly</li><li>Monitor the estimating work business plan and update / integrate with the operations overall business plan</li><li>Encourage and track best practices within the estimating group towards continuous improvement of the estimating process</li><li>Oversee all estimates, including detailed review of others’ work</li><li>Provide input and influence in the fee discussion and risk quantification review</li><li>Review and approve risk mitigation plan, ensuring proper bonding and insurance costing and appropriate contingencies</li><li>Advise and selecting and inviting to tender trade partners that are assessed to be financially viable with adequate manpower and appropriate level of expertise to complete the work</li><li>Review and provide input to mitigate potential pressures on fee and lead discussions to properly assess and calculate fee</li><li>Build effective relationships with clients, consultants, subcontractors, suppliers, and internal stakeholders (operations staff) that reflect and support the company's core values and the company's brand image</li></ul><p></p><p><strong>Education, Experience and Knowledge</strong></p><p></p><ul><li>Specific experience with estimating buildings construction projects</li><li>Completion of a diploma or degree in a related post-secondary program</li><li>12+ years of a combination of field and estimating experience, with senior estimating experience of at least 5 years</li><li>Experience with different procurement methods and demonstrated successful experience in Level 3+ projects</li><li>Ability to collaborate with operations, different business units, internal and external clients, and stakeholders</li><li>Thorough understanding of most contract types</li><li>Proficiency in the use of the company's software suite, MS Excel, scheduling software (Primavera preferred), quantification software (such as OnScreen Takeoff, Bluebeam, Agtek), and BIM modelling is an asset</li><li>Strong written, verbal, analytical, and organizational skills</li><li>Proficiency in conceptual estimating, benchmarking, market testing, and knowledge of analytics related to project pursuits</li><li>Full understanding of all subcontractor scopes of work with the ability to develop scopes of work and Requests for Proposal / Requests for Quotation</li><li>Ability to identify and assess risk and opportunities (win strategy)</li></ul><p></p><p><strong>Working Conditions</strong></p><p></p><ul><li>The majority of work is completed in the office with some mobility required locally for site walkthroughs, site condition reviews, and in-progress project visits</li><li>Occasional travel to other branches to offer short-term support may be requested</li><li>Due to the nature of non-negotiable closing times, flexibility with working hours may be required to ensure deadlines are met (e.g. longer
