About the Project:


The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometres farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.


Position Overview:


The Programs, Training, Audits & Compliance Manager is responsible for designing, implementing, and continually improving TRP's Health & Safety (H&S) programs to ensure they meet or exceed OHSA/Regulations. 213/91, CSA standards, client requirements (e.g., Metrolinx/TTC), and ISO 45001. This role leads the site training strategy and Learning Management System (LMS), plans and conducts internal audits, manages external audit readiness (ISO/COR), and drives corrective/preventive actions (CAPA) to closure. The Manager partners with Construction, Engineering, HR, and Contractors to ensure consistent program adoption across stations, shafts, tunnels, yards, and offices. This role is pivotal in fostering a proactive safety culture, ensuring all levels of the organization from frontline workers to senior leadership are aligned in advancing safety maturity and operational excellence.


Key Responsibilities:


Program Development & Governance

  • Own the H&S Program framework (policies, procedures, standards, forms) aligned to ISO 45001 and TRP's CSSSM; maintain legal/other requirements registers and change control.
  • Lead annual H&S program planning, objectives, and KPIs; publish a compliance calendar (inspections, audits, certifications, drills, critical controls).
  • Coordinate with partners/subcontractors to ensure alignment and equivalency of standards.
  • Continuously benchmark TRP's H&S programs against industry leaders and emerging risks (e.g., psychological safety, ESG-related H&S impact Training & Competency
  • Develop and maintain the project's Training Needs Analysis/Matrix, tracking mandatory training (e.g., WAH, Confined Space, LOTO, Electrical Safety/CSA Z462, Traffic Control, Hoisting & Rigging).
  • Manage onboarding and orientations (project-specific hazards, Life-Saving Rules, emergency response).
  • Administer the LMS; curate toolbox talks/lessons learned; evaluate training effectiveness and competency sign-off.
  • Oversee specialty qualifications (PIC, Permit Issuers/Receivers, Signalers, Spotters) and instructor qualifications.


Audits, Inspections & Certification Readiness

  • Plan and execute the Internal Audit Program in accordance with ISO 19011; lead audit teams; issue reports; and verify CAPA effectiveness.
  • Maintain readiness for external audits (ISO 45001, COR where applicable, client audits); coordinate close-out of findings.
  • Trend findings across sites (stations, portals, shafts) to identify systemic issues and improvements.
  • Maintain a centralized, version-controlled audit findings tracker with real-time status and ownership.


Compliance & Performance Reporting

  • Monitor compliance with OHSA/Reg. 213/91, CSA Z1000 series, Z247 (underground utilities), Z259 (fall protection), Z462 (electrical), and client standards.
  • Manage H&S KPIs and dashboards (leading/lagging indicators, training completion, audit closure, critical-control verification); brief leadership monthly.
  • Maintain document control/records retention for programs, training, audits, and permits.
  • Monthly Project H&S Report to Health and Safety Director and client (e.g., Metrolinx/TTC
  • Quarterly Board/Steering Committee Pack with executive summary, trend analyses, and risk outlook.
  • Perform trend and Pareto analysis, heat maps by area/contractor/task, seasonality, and critical control effectiveness reviews.
  • Identify systemic causes and recommend targeted countermeasures in collaboration with owners, specifying due dates and expected impact.
  • Forecast performance vs. targets; flag emerging risks and resource needs.


Incident Prevention & Continuous Improvement

  • Support investigations, root-cause analysis (5-Why, Fishbone, TapRooT/FMEA as applicable), and implementation of corrective actions.
  • Facilitate management review inputs for ISO 45001; drive continual improvement and best-practice adoption.


Stakeholder Engagement

  • Coach supervisors/managers to run campaigns (e.g., Safety Week, seasonal risks, quarterly safety stand-down).
  • Lead contractor enablement on TRP standards; verify subcontractor program equivalency and training evidence. Liaise with regulators, certifying bodies, and client representatives.
  • Act as a key contact for safety innovation pilots, digital tools (e.g., wearable tech, AI for predictive safety), and H&S R&D collaboration


Data & Quality

  • Maintain a single source of truth by combining the LMS, incident system, audit tracker, permit logs, and contractor submissions.
  • Own data validation, version control, and privacy/confidentiality; publish a data dictionary and KPI definitions.


Qualifications:


Education/Certifications

  • Diploma/degree in Occupational H&S or related discipline. Or a combination of education and experience
  • Professional designation (CRSP/CMIOSH/CSP) preferred.
  • ISO 45001 Lead Auditor (or ISO 19011 internal auditor) required or obtained within 6 months.
  • COR Internal Auditor


Experience

  • 8+ years in construction/infrastructure H&S with 3+ years leading programs/training/audits.
  • Demonstrated success implementing ISO 45001 or COR on multi-site projects.
  • Demonstrated leadership in developing scalable safety systems across joint ventures or multi-contractor environments
  • Experience with client-driven assurance (e.g., Metrolinx/TTC) and subcontractor oversight. Technical Knowledge
  • Strong command of OHSA/Reg. 213/91, applicable CSA standards (Z1000 series, Z247, Z259, Z462), traffic control, hoisting/rigging, LOTO, confined space, and environmental interfaces.
  • Competent in risk assessment, critical-control management, and CAPA/FRACAS tracking.
  • Proficient with LMS, document control, and reporting tools (Excel/Power BI/Smartsheet or equivalent).

  • Familiarity with digital H&S platforms (e.g., eCompliance, Intelex, DATS, SafetyCulture/iAuditor)
  • Knowledge of Metrolinx safety requirements is a plus.
