Under the direct supervision of the Director, Communications, the Project and Production Specialist is responsible for:



  • Leading, overseeing and ensuring the successful delivery and management of single or multiple sectional-level transformative communications projects within scope, quality, time and budget constraints.

  • Maintaining a project portfolio, providing status and progress updates to the communication management team regularly.

  • Establishing project internal communication strategy and plan and managing communications with project stakeholders.

  • Actively collaborating in the development and implementation of qualitative and quantitative performance reports for all content and communications distribution channels of the Canada Council for the Arts (e.g., media, website, social media, newsletters, and other bulletins).

  • Actively contributing to the implementation and maintenance of tools and mechanisms aimed at improving the planning and monitoring of the section’s activities.

  • Managing financial and human resources for corporate projects.

  • Documenting requirements, defining scope and objectives, drafting reports communicating with stakeholders, developing governance frameworks and standard processes for all projects.

  • Collaborating with multiple project teams across different units and providing unique oversight and perspective to maintain a common goal while increasing knowledge, communication, and awareness between team members and clients.

  • Maintaining documentation for projects.

  • Performing other related duties.


Education



  • College diploma in communications, marketing or related field combined with seven (7) years of experience in managing projects.

  • Project Management Professional (PMP) certification or equivalent is a requirement.


Experience



  • Five (5) years of experience leading large and complex multi-channel digital projects in an agile context.

  • Five (5) years of progressive experience working in digital marketing coordination or production environment.

  • Experience working shoulder to shoulder with different communication-related disciplines, including content, design, production, and/or digital marketing.


Knowledge



  • Strong knowledge of project management methodologies, process groups and knowledge areas as defined by the Project Management Institute (PMI) Body of Knowledge.

  • Ability to develop project charters and plans, specifying goals, objectives, scope, budget, scheduling, deliverables, timelines, work breakdown structures, risk mitigation strategies, contingency plans, use cases, test cases, and training needs.

  • Ability to understand business goals, set the project vision and manage the delivery of a product/service fit for purpose.

  • Ability to manage cross‑functional project team resources (internal and third parties), perform resource effort estimation, resource leveling and project resource cost planning and control against budget overrun.

  • Ability to lead meetings, communicate ideas or positions effectively in a persuasive and authoritative manner that builds support, agreement and commitment.

  • Ability to proactively identify risks and develop risk management strategies and plans.

  • Ability to manage tasks effectively by delegating and following on progress.

  • Strong knowledge of communication project and production best practices as it relates to digital platforms, products, processes, and workflows.

  • Strong knowledge and understanding of working to support business needs, with the ability to establish and maintain a high level of project stakeholder trust and confidence.

  • Ability to manage procurements and contracts with third party suppliers.

  • Highly developed and extensive facilitation, presentation, collaboration and consensus‑building skills.

  • High level of autonomy, strategic thinking, problem‑solving, judgment, tact, and creativity.

  • Strong self‑motivation balanced with a desire to achieve team goals.

  • Strong organizational skills to manage and monitor multiple projects simultaneously.

  • Strong and effective verbal and written communication, negotiation and conflict resolution skills and the ability to interact professionally with a diverse group of executives, managers, project team members, and subject matter experts.


This position may require the use of both official languages.


Requirements in the second official language:
• An intermediate level in writing (B)

Hybrid work model with a minimum on‑site requirement in Ottawa of 2 days per week on Tuesdays and Wednesdays.
