Salary: EG4 $95,303.00 - $124,732.00 per year

Responsibilities


This senior engineering position leads the development of climate management policies to support climate action while enhancing resilience across Manitoba’s infrastructure, economy, and Indigenous/northern communities. The role requires leading the analysis and development of new engineering‑related approaches and techniques and their implementation through legislation, policy and technical standards to support a provincial‑wide shift to a low carbon and climate resilient future. The role develops and provides technical and standards program oversight that have government‑wide and provincial‑wide experience. They advance and support the province’s low‑carbon transition by providing technical advice on codes, materials, technologies and operational practices aligned with best practices. The successful candidate will drive climate action through innovative policy development, sustainable technology evaluation, and cross‑sector collaboration. The role also supports solutions that strengthen climate preparedness across government, business, and civil society in response to current and emerging climate hazards.


Qualifications



  • Bachelor’s degree in Civil, Environmental, or related engineering field

  • Extensive experience in climate action, energy systems, and infrastructure resilience, including vulnerability assessments, risk prioritization, and adaptation planning (e.g., PIEVC, ISO 31000, Climate Lens)

  • Demonstrated ability to lead the development of climate mitigation and adaptation strategies, operational procedures, and policies, including alignment with GHG targets and climate projections

  • Extensive knowledge of infrastructure systems and codes, building standards, sustainable design, energy efficiency retrofits, and green building certifications

  • Proven leadership in regulatory and policy development, and a strong understanding of GHG accounting and emissions estimation across sectors using methodologies consistent with ISO, CSA, and ECCC

  • Experience delivering staff training and mentoring on climate resilience, adaptation, and engineering responses to climate risks

  • Strong analytical, project management, and strategic planning skills, with the ability to interpret technical documents, legislation, and regulatory impacts on infrastructure and programs

  • Excellent interpersonal and verbal communication skills, including political acumen and technical writing in order to convey complex engineering and climate concepts to non‑technical audiences


Conditions of Employment



  • Must be legally entitled to work in Canada

  • Must be a Professional Engineer (P.Eng.) registered with Engineers Geoscientists Manitoba (EGM), and hold IRP certification (from Engineers Canada, Climate Risk Institute, or equivalent)

  • Must provide and maintain a satisfactory Criminal Record Check

  • Must possess and maintain a valid Class 5 Driver's Licence

  • Must be able and willing to travel throughout the province as required

  • Must be able to work overtime and outside of regular working hours as required
